I assume you don't have much experience in PHP because you ask this question. I recommend you using an open source application like Joomla (or better onces) which have build-in community support. You can do it the hard way like i did with this site, but it took me months to build as an experienced programmer.

Please note that you should understand that learning PHP is not something you can do in a month, understand that you need about half a year of experience until you have enough knowledge to develop your own stuff (and let me check your stuff for security flaws).
